What is a project charter and how can you create one using agile methodologies?

A project charter is a document that defines the scope, objectives, and stakeholders of a project. 1 Define the problem

The first step is to define the problem that your project aims to solve. What is the pain point or the opportunity that you are addressing? Who are the customers and the users that will benefit from your solution? What are their needs, goals, and expectations? How will you measure the value and the impact of your project? You can use techniques such as user stories, personas, value proposition canvas, or lean canvas to capture these aspects in a concise and user-centric way.

2 Define the solution

The next step is to define the solution that your project will deliver. What is the product or service that you are creating or improving? What are the features and functionalities that will satisfy the needs and expectations of your customers and users? How will you prioritize and deliver them in increments? You can use techniques such as product vision statement, product backlog, user story mapping, or agile roadmaps to describe your solution in a high-level and flexible way.

3 Define the team

The third step is to define the team that will work on the project. Who are the roles and responsibilities of the team members? How will they collaborate and communicate with each other and with the stakeholders? What are the skills, tools, and resources that they need to succeed? You can use techniques such as team charter, agile manifesto, working agreements, or scrum ceremonies to define your team culture and practices.

I agree with Chris Figueroa, MBA, PMP that this part seems wrong. A charter shouldn’t be this detailed and should be concise as much as possible, as it’s not intended to convey this much information.

Disagree with this portion. The charter will identify the team, but to get into the weeds with how they interact sounds like a combination of a stakeholder engagement plan and communication plan. The charter is met to contain the high-level, strategic information, not the other items. Also, how is the Agile Manifesto a technique?

I read this as more of a communication plan than defining a team. Once the decision on development approach and specific methods or combination of methods (e.g. SCRUMBAN) is done, team high level orchestration of workflow is automatically adopted. Basics of agile in incorporating changes as they occur with re-prioritization. one should not divert to fix agile with waterfall terminologies.

The fourth step is to define the scope of the project . What are the boundaries and assumptions of the project? What are the deliverables and milestones that you expect to achieve? What are the risks and dependencies that you need to manage? You can use techniques such as scope statement, project canvas, risk register, or dependency matrix to define your project scope in a clear and realistic way.

When project scope is not clear or when changes are inevitable, agile methodologies are preferred. Even if the scope is not fixed, very high level scope in terms of strategic vision with success criteria can become the part of agile project charter. This can be drafted in JIRA/ADO as EPIC/s

5 Define the governance

The final step is to define the governance of the project . How will you monitor and control the progress and quality of the project? How will you report and communicate the status and results of the project? How will you handle changes and issues that arise during the project? You can use techniques such as agile metrics, burn-down charts, sprint reviews, or retrospectives to define your project governance in a transparent and collaborative way.

By following these steps, you can create a project charter that reflects the agile values and principles, and that guides your project team and stakeholders towards a successful outcome. A project charter is not a static document, but a living one that evolves with the project and the feedback that you receive. Remember to review and update your project charter regularly, and to keep it simple and concise.
