I agree that goals (fixed) are important and gives a direction to the overall team at all times. However, in my experience the continuous changes in business, market, organizational structure, technology and so on requires an agility that needs to be part of the goal setting. Strategies can change and how soon can the team adapt to the new is key to keeping the team motivated and so bring success. I recommend that the team be constantly posted on the organization's strategy and find ways to pivot together.
A realistic twist on using goal setting to motivate teams could also involve incorporating "stretch goals" which are objectives/goals that are challenging but attainable with extra effort and innovation. By setting both combinations of achievable goals and stretch goals, you can inspire your team to reach beyond their comfort zone while still maintaining a sense of feasibility and improves on positive work environment where staff feel challenged to do their best definitely for a reward/recognition.
Set goals beyond what is expected and assign additional manpower who can help the team who is knowing with actual goals. So in realistic the actual goals will be met. setting clear and realistic goal will not meet the goals at the end unless the team very proficient and planned propely.
