The adoption of a rigorous approach makes it traceable, transparent, reduce liabilities and blame and evidences pros and cons.

Never accept a technology simply because it worked well in another location or another country. The circumstantial adverse peculiarities of the location must be considered in depth. I once visited the Tacoma Narrows Bridge, in Seatle Washington with curiosity of the 1940 demise of the bridge called "Galloping Gertie" over Puget Sound, that only survived about 4 months before it collapsed. This suspension bridge was over a mile long with plate girders supporting the deck structure. In my experience this factor is the basis for selecting the construction method to be used, since many times the projects are under the jurisdiction of some city or department (TxDOT) which will require that each improvement made complies with their standards to ensure correct operation, this could be a little more focused on the design. However, some details that are added to the plans require the construction method to be used, and the cities or departments provide these details. But of course, there are cases where you have to work directly with the cities and departments in cases where some exceptions are necessary due to other factors. In this way, we are establishing the objectives to be achieved.

Whole of life requirements should be considered during the planning phase, particularly for remote infrastructure. Providing an asset that requires +50 years of complex condition-monitoring & maintenance may not be appropriate, if those skills and resources are not local and have to be mobilised from a long-distance away. It is sometimes more effective to have a lower-standard-asset which can be quickly repaired using local materials and labour resources, than it is to have an asset with exotic-long-lead elements, causing it to be out of commission for extended periods.
