Because if you are testing a health care application the user scenarios could be depends on the which user using the application. Suppose, if patient is using the application then he has to access the reports and he can try book an appointment for the doctor. Similarly if a doctor is using the application, he can provide write prescription to the patients and he can confirm appointments something like that.

Steps: The actions they take to reach their goal, using your product. 5. Value Proposition: Highlight how your product uniquely solves their need. I've found that user stories or scenarios should have a lot of empathy. You should be able to know what users do (in terms of an action with your product or the context they're placed in), think (out loud or mentally), say, and feel. The formula of using "As a User, I want to X, because of Y so I can Z" sometimes misses critical context about why the user is taking the action. Your story should be direct, concise and hit the goal the user wants to take.
