In a world that is becoming extremely busy, time has turned into a very precious commodity. The way you allocate the time of your R&D team is equally important to your budget allocation. Understaffed projects (with budgets to spare) do not yield results, professionally staffed projects with qualified professionals and a low budget do yield results more often, due to human creativity as well as ingenuity.
