As with any planning cycle, you analyze business operations and determine if operational or organizational changes have been made that create new risks not accounted for in the current plan. This assessment can be done through exercises, a business impact analysis, and real incidents. Throughout the year, and on a regular schedule, the plan should be updated where improvements are needed. Do not wait for the annual review and update! The plan is a living document and incidents are not planned, we have to plan for incidents. Once the plan is updated, ensure changes are communicated and implement them through practice. Practice - increases familiarity with the plan and prepares the mind, creates a memory, for use in real incidents.

This facilitates discussion and refinement of the Emergency Management Plan. Simulation Exercises (Simulation Exercises): In this testing, the team conducts crisis simulations, presenting situations in which the Continuity Plan needs to be activated, and evaluates staff reactions to those situations.

The risk ecosystem should treated as of it was alive. Today’s risk portfolios are driven by dynamic natural, technological, mechanical, kinetic, societal, psychological, and political considerations that raise their head one day and morph the very next day into a more complex risk. Today’s emergency management professionals must weave in methodologies to monitor the vital signs of this living organism so as to quickly capture any changes in its health which of course will impact the community or business. Further, the application of Emergency Management Intelligence (EMINT) as a situation awareness collection tool will help emergency managers capture, partition, analyze and then synchronize information into useable, actionable information.
