What are the most effective ways to select and train a Six Sigma Black Belt in Quality Management?

On time at work in Seagate Technology, Year 2011, I was selected as the six sigma brown belt candidate. I represented Quality department, I selected a six sigma project title of Process Capability improvement of Taper Parameter for Substrate Grinding Process, which was critical to customer. The process capability index (CpK) was low before improvement, which was below 1.00. The project objective was to reduce the variation of the taper parameter. A six sigma candidate should be customer focus, and have statistical thinking, and after the six sigma training, the candidate should be able to apply appropriate quality / six sigma tools according to the DMAIC methodology.
