I would say this is exactly where User Personas are actually useful. You can identify your end consumers and make 3-4 user personas. As mentioned in the article, write the needs (be as specific as possible), struggles, demographics, environment they work in or use your product in etc.

If there is no budget for it but a company has a rough idea of who they want the users to be, then look at the other companies' products that serve the user group your company wishes to tap into and find out why they create those features, and how your company may want to design differently or similarly. Also, use existing data on the market. If the company's goal is to enhance features for current users in certain categories, see if you can find data from the analytics your company already collects or any user feedback inbox to narrow down the topics.

Personas can be useful in a marketing sense but UX is linked to UI and tailoring a UI for a persona can be problematic. Customers exist on a spectrum and have varying needs. Grouping them into personas is overly reductive. To be effective you need to understand individual behaviour and construct analytics to provide an understanding of individual customer needs. I believe Personalization goes beyond filters, settings & notifications. When it comes to delivering personalization, most companies invest in empowering user with customization. Companies often focus on personalizing experience for user across their end-to-end journey, but I think what true personalization is 'remembering the customer journey'. A good digital experience is where I as a user can come back to where I left off on a particular platform. For example, there could be a user who always buys clothing from your marketplace.
