I suggest the Measure and Analyze Method, First identify and mark the zones within your facility's in different areas, such as cooling systems, restrooms, irrigation systems etc… (depending on the type of facility) and install sub-meters on all the key points. Measure, Record, and analyze the usage data to identify usage patterns, anomalies, or sudden spikes. This can help you pinpoint problematic areas, inefficiencies, leaks, or areas where water-saving measures can be implemented.
