In my experience you should leave room to test obscure or smaller/lesser areas. Sometimes these are hidden places for fraud because they know auditors/analysts will gravitate to sections with the most risk. Meanwhile small amounts become bigger over time due to no one looking at them.

Once the problem is defined and the outcome expected are clarified to the team, the team needs to be empowered to take certain actions on their own(within certain limits). Creative approaches that are out of the box are to be welcomed as well. The efforts towards the process also needs to be highlighted and celebrates because, in some cases, the outcome is not in the hands of the team.
