On a macro level, impacts can be reflected through mode shift, which could also be aligned with community goals. For example, if a city has a goal to reduce drive-alone rates and has an opportunity to invest in a transportation project that provide alternatives (i.e. mass transit, bikeways, etc), the impacts from that project can be reflected by assessing modal shift at the census block level. Land use changes may follow if local laws allow for adding population density near the transportation project itself.

Evaluation, I would start with the word and check what is meant here. From a UK transport perspective an evaluation is a post anti study of the impacts of a transport policy once it is implemented. This is an entirely different from the Analysis for appraisal of impacts and value for money. It is useful to consider three time horizons. 1 - before the policy was even thought of 2 - between the policy being announced and implemented 3 - after implementation Surely the only scenario is the implemented policy? A key challenge for land use evaluation is finding the counterfactual. Where can you find similar land use that is outside the influence of the policy, but similar enough to be reliable?
