In planning resource allocation for mass evacuation, it is also important to bear in mind the resources needed to manage the incident or threat that triggered the mass evacuation, the resources needed for responding to incidents that occur during/as result of/directly related to the mass evacuation, and the back-end resource support needed for the last groups to be evacuated/those delayed to be evacuated/or cannot be evacuated/ or those who need to maintain minimal presence as risks would allow, in order to enable safe shut-down/ secure sites/ retrieve casualties etc.

Drills, Exercises and Component Testing of specific aspects of the jointly agreed draft mass evacuation plan helps to compare, evaluate and gap assess. I find that breaking up the resource allocation strategy of mass evacuation into stages and components for the different scenarios related to the risk stratification, and then testing and evaluating the options using exercises helps.

Consider having strategic storage locations, strategic positioning of resources and the capability to mobilize these resources on a timely basis to support mass evacuation and the response. Having predefined standard patterns and procedures for mass evacuation helps. In my experience, after achieving the above, the next step was dynamic positioning of resources to constantly or regularly match the risks.
