Even i would opt-in on itil 4, specifically because of: - the holistic appoach (organization&people / information&tech / partners&suppliers / valuestreams&process), - the 7 guiding principles which actually enforce to re-use other strong methods like scrum, agile, prince2, safe, devops, finops, etc, whatever works for your organization, - service value system with 34 best practices, - focus on delivering value! Enforcing every specialist/manager to be itil 4 Certified is one requirement, but having a widespread, top management empowered, implementation on strategical, tactical and operational level is far more effective to govern it with success.

I found the COBIT the most flexible framework that could be tailored to a variety of IT environments of differing size, scale and complexity. ITIL used to be more of taking a service view in the delivery of IT services and organizing the IT governance, policies, processes, technology, teams and people accordingly. The previous versions of ITIL were not comprehensive enough to cover off all the domains and specialisms within IT. However ITIL, with the v4, is on the same path with COBIT to become an overarching framework for overall governance and management of enterprise IT.

While the specific frameworks outlined in this article are all valid and have their uses, I think the real challenge going forward is finding the framework(s) that recognize the 'erosion' of the wall between IT and the business areas IT supports - executing a management framework specifically and exclusively looking at IT will not necessarily drive success for the overall business - or for IT, for that matter.

Except for COBIT and ITIL frameworks the IT management frameworks tend to focus on a portion of the activities that IT are involved in, such as project management/delivery frameworks, IT operations and software architecture/development approaches/frameworks, and others focused on areas such as business analysis, security and risk management, quality assurance, etc. Therefore the COBIT and ITIL frameworks remain as the best options for IT management.

The IT management framework depends on the organisation and its nature of business. From an IT standpoint, if you are into - 1) Enterprise IT adoption - Cobit/ITIL 2) IT Ops or Service Management & Delivery - ITIL and DevSecOps 3) IT Project Planning - PMP, Prince2, etc. 4) Development - Scrum and/or other Agile practices like XP, Kanban, etc., and DevSecOps A good IT leader understands and adopts a scalable hybrid model based on the above use cases his organisation is dealing with, to maximize the value. Also, it's worth while to note that the real value is realised by aligning the IT strategy with the business strategy.
