One CMS misconception is that notifications need to reach all stakeholders. Nope. That's not true at all. When seeking a CMS to use, you need notifications that can be selectively silenced based on who needs to know and who doesn't. Not notifications that reach everyone at all times. Because that'll undermine the efficiency gains you're supposed to be getting, by disrupting work and teaching people to ignore you.
