Nowadays, it's difficult to consider GIS outside of internet and smartphones usages. Therefore, synchronisations are usually necessary in between different users, on desktop or mobile devices. This requires a cloud environment. Moreover, online web maps and dashboards are a convenient and interactive way of sharing spatial information, which is intuitive even for non-technicians. Note that all those sharing methods do not exclude each other. They usually coexist in a single GIS infrastructure (mostly around ArcGIS or QGIS, but other solutions exist).
