1 Change rate

The change rate is the ratio of the number of changes made to the requirements to the total number of requirements in a given period. The change impact is the degree to which a change affects the project's scope, quality, cost, and schedule. A good way to start is to define whether a change occurs on the money side, or changes the timeline. There are changes, which will not have an impact neither on the financial side nor the timeline. However one point is a must, that current tasks which are scheduled / started must not change.

One way of tracking the impact of a requirement change is by analyzing the need of test coverage changes. In a mature development framework, there should be traceability between business requirements, software requirements and testing artifacts, so that one can measure the need to maintain or even create new test cases or test plans triggered by the business requirement change.
