An efficient way to do this is by mapping out stakeholders as primary and secondary. Primary stakeholders should be directly related to your strategic priorities. Secondary are other groups you support/service, like legal, compliance, cybersecurity, etc. This will help you allocate your time when balancing multiple engagement plans.

If your project focuses on change, make sure you don't miss any stakeholder. There may be small groups of "hard to reach" stakeholders. The key challenge is to generate feedback from them. With employees, this is critical. The last thing they want is "change being done to them" rather than with them. They may have valid objections and ideas that can help shape the change. So a period of formal or informal consultation is vital. Listen to them and incorporate their good ideas into your plan. If stakeholders have helped to shape the change, they will have greater ownership of those changes.

The next step is to analyze your stakeholders and understand their level of importance and influence on your project. You can use different criteria and methods to assess your stakeholders, such as their interest, impact, influence, attitude, or urgency. You can also use matrices or charts to visualize and categorize your stakeholders, such as the power-interest matrix, the influence-impact matrix, or the salience model. In my experience I think these tree tools are very useful if you want to analyze your stakeholders and understand their level of importance and influence on your project. The firts is Stakeholder Mapping, I use it to to categorize and visualize stakeholders based on their level of interest and influence. The second is Power-Interest Grid (helps in classifying stakeholders into four categories 1. High Power, High Interest, 2. High Power, Low Interest, 3. Low Power, High Interest, 4. Low Power, Low Interest. And, the last one is Stakeholder Analysis Matrix to assess each stakeholder’s potential impact and their current level of support or opposition.

To define your stakeholder engagement strategy, you must consider the communication objectives, messages, channels, frequency, and roles and responsibilities. Your objectives could be to inform, educate, persuade, or collaborate with stakeholders. The messages should convey the project vision, benefits, risks, and progress. The best channels for delivering these messages could be email, newsletter, website, social media, meeting, or workshop. Communication frequency should be determined based on the project's needs - daily, weekly, monthly or as needed. Lastly, roles and responsibilities should be assigned to the project manager, communication manager or team members for planning, delivering and evaluating communication activities.
