What are the main challenges and risks of power system commissioning in different environments and scenarios?

Regulatory compliance is mostly checked during factory acceptance testing (FAT), not commissioning. Very few regulatory compliance checks are performed during commissioning, but the critical reviews are done during FAT.

Every country has an electricity regulatory body who also issues technical guidance on how the system must be designed and implemented. It is essential that during commissioning, it being the last stage of design implementation, compliance to regulatory requirements are met with.

The biggest factor here is making sure you have the correct requirements for your application. Understanding your operating environment and use cases, and interfaces is important. This is really where good systems engineering workflows come into play. Understanding your power systems requirements (including regulatory requirements) and ensuring proper test and verification occurs is critical. Building a test plan, highlighting test results and using those to prove regulator compliance are critical.

I find it best to engage EHS (Environmental Health and Services) support in this effort. Ensuring that staff coming into contact with said power systems is critical. Without proper training, someone may fail to recognize the severity of the situation which will ultimately lead to failure, injury, or worse. If staff can recognize a power system and common dangers, issues, touch points, operations (if necessary), etc., they can more effectively help to reduce risk of human factors.

Depending upon the tow of project commissioning, the challenges as risks are varied in nature. As the power system network in various countries are getting older, there is greater emphasis and requirement of executing refurbishment projects in cost effective manner. Such refurbishment projects usually involves targeted replacement of specific components or parts of a running system and hence the challenges involved in such brown field projects are different from when a new system is being established through a greenfield project.
