Qualitative indicators are the first to appear: “What people are saying about the intervention” is important, but it can also be wrong. As human beings, we evolutionarily tolerate change, but we tend to dislike changes. The first impact, even if positive, can have a negative evaluation simply because it left the surroundings different.
