For instance, you might have a user of the tool entering definitions, but other people need to be able to access those definitions. They won't be heavy users who update definitions, but they need to be able to read them to make sure that they're using the data correctly. If the tool requires a license for each user and the company doesn't want to buy enough licenses, people are going to stop trying to access the tool and go elsewhere (or nowhere) for the information they need to do their jobs.
