I believe, we need to first define what is the purpose of the inspection. Is it a progress inspection or Pre comm meeting inspection, PC .., . Then customize the checklist.

Consider the past use of the property before proceeding. Was it used for farming, industrial, what have you, etc. The history of the site as provided by previous owners or those that have knowledge of its use in bygone eras.

A good checklist should help you to capture the site condition and cover all of the specification requirement, not a long list with a Y/N option. I think a a part of the project progress inspection, we already know that what we will be inspecting, so the site condition has already been captured. However, we record the constructed asset condition to make sure it complies with our standards and guidlines.

I think apart from all the mandatory Health and Safety compliances which are already in place on site, the positive Safety culture should be adopted amongst the workers then all these safety measures will be fully implemented and it will autimatically reduce the chances and number of aacident, incident onsite.

the Site safety management plan will be prepared before the project commencement, if there is any SWMS or SSRA must be reviewed before any activity. I supposed the safety elements need to be checked in more details as part of its document, I personally think if we limited it to a part of a checklist, we may miss some important part of it. However, we could add a section in our checklist to make sure we've checked the OH&S documents.
