What are effective techniques for targeting decision-makers in the legislative process?

1. Critical is to understand the agenda and common grounds and different/opposing views of all stakeholders. 2. Create a materiality index of your stakeholders, i.e map all stakeholders in terms of importance in relation to the topic (y axis) and possible influence/connection that your organisation can have based on network/common grounds (x axis) etc. Don't forget the negative part of the axis ;-). 3. Draft a core messaging doc (position paper) and tailor it for every stakeholder where relevant. 4. Plan a detailed outreach programme based on the regulatory/legislative process. 5. Monitor all policy/regulatory meetings in every possible way to ensure you don't miss any development/changes & pivot your wording/tactics/strategy where needed

Political buyout is a very important step in any legislation process. Identification of real actors/stakeholders is the key aspect and then identify their interests points. Then creating right rhetoric around the subject to attract right attention so that they can be influenced.

Conduct thorough research to identify key decision makers within the legislative process. Understand their roles, influence, and priorities. This ensures that your efforts are targeted at those who have the authority to make impactful decisions.

Effectively targeting decision-makers in the legislative process requires a strategic and well-thought-out approach. Before identifying your targets, you need to nail down your public affairs strategy goals. What are your strategic aims? Based on those you can develop your strategy, part of which is to identify where in the legislative process decision-makers sit and which role/influence they have. This will determine who your tactics and impact they will have.

Legislators time is very limited, they are dealing with multiple issues at one time. In my experience the more detailed and sometimes already formatted language to present as a bill is very helpful.

Too often, those who want to influence public policy wait until there is a public policy that they want to influence before engaging with key decision makers. Whether your target (and I really don't like that word as it feels dehumanizing) is your own representative or the chair of a key committee, you need to start building a relationship with them today. Find ways to meet them at local events. Send them a note when they get a bill passed, even if it isn't a bill you were working on. Visit them at the capital. Advocacy is built on relationships and difficult conversations are much easier and effective when you've built a relationship before trying to influence.

In the advocacy landscape, decision-makers tend to have one of these three ulterior motives: obtaining external rewards, obtaining internal rewards, and maintaining a positive self-concept. You'll know which within the first 15 minutes of meeting the target. Take a high EQ associate with you whose entire job is to silently observe body language and scan the room. Send a high EQ staffer to the office the week before to chat with the target's colleagues and PA. It can be abundantly obvious what the emotional triggers are for the target.

You must identify the political benefit or risk of any legislative proposal for that stakeholder, especially parliamentarians. Understanding the politics around the policy.

In reality though, the best way to get the attention of lawmakers, who, after all, are politicians, is to entice them on how a certain legislative agenda can affect their winability in the next elections.

Taking targeted communication to the next level requires thinking not only about who your targets are and which messages resonate — but where each member of your audience is in their audience journey, and serving the right messages to them along that path. We all know about targeting; we all know about message development. But we often miss the half-steps of driving awareness, persuading, providing counterpoints if your opponents get to the audience first, getting allies to communicate on your behalf — anticipating and planning all that out. Communicating with your target stakeholders is effective only if you have political and cultural literacy about them, their positions and their aspirations. The good news is that with a large digital footprint, it is easy to profile such stakeholders. The message you would like to communicate and especially its public value must be matched against the profile of the stakeholder. Where you and them overlap is the ripe area to start a conversation. To focus this conversation, policy proposals and white papers are effective tools. They give durability to your message beyond a meeting as they become reference material for the stakeholder.

In choosing your target, knowing the demographics, political affiliation and voting patterns of their constituents is key. The issue brought to them can’t be in conflict with them.

I find it utterly useful to have talking points tailored to the personal interests and qualities of the target. Prepare it in advance and double check the content to prevent any misunderstanding & conflict of interest that might occur.

The most effective way to effect change in the legislative process is by harnessing the collective power of constituents to influence decision-makers. This can be achieved with telephone townhalls, patch through calls and texts and through innovative issue impact pages. Constituents can communicate directly with lawmakers and their staffs, enabling them to voicer concerns and opinions in real-time.

This is the forgotten step and often done so appallingly that it does more damage than good. I know from my own time "on the other side" that too many who wanted to engage only came with a one-sided approach "This is what I need from you", rather than "Can we work together to create shared great outcomes". Additionally, it was always the same people with the "I need this" emails and calls and requests and asks - who were incessant in their engagement without an understanding of process or workflow, or indeed legislative priorities. Like any good relationship, engagement is about mutual exchange and appropriateness.

In my experience, I have found that tone and delivery can be critical to ensuring a successful engagement. Personal stories and narratives can be compelling, but not if they are delivered as an indictment of your target audience. When shaping their message to lawmakers, stakeholders should consider for whom are they speaking on behalf of? Are you a concerned citizen sharing your story and experience to help inform legislative action? Or are you speaking on behalf of an organization whose advocacy ought to reflect a diverse set of experiences and stories? A legislative proposal that may work to resolve the interests of a single constituent, may not be a good candidate for legislative action at the federal level.

Before engaging one-on-one with a potential decision-maker I've found it best to work through trade/business associations to see where industry consensus lies and seek coalition partners. Unless you have an established and productive line of communication and collaboration with the decision-maker, or are a key constituent, it can be helpful to start the conversation with a group that has already taken the time to evaluate how those decisions will impact many stakeholders (businesses, customers, voters, et al).

How you engage is as important as what you engage on. The advice I give my clients is: 1. Demonstrate your expertise by having well researched and precise information, and a specific ask. 2. Be transparent about your goals and objectives. 3. Note any follow ups you’ve committed to, and do them quickly. This helps keep the lines of communication open. 4. Respect their time. Don’t ask for excessive or unnecessary contact.

Empathy for me is the key factor for your success. In my experience, empathy open doors and minds and establish an open communication channel between you and different stakeholders. Share with them your thoughts, feelings; tuning into their emotions will make a clear approach for those whom you have in front of you.

When it comes to moving the needle at the State Capitol or in DC, the role of grassroots advocacy has never been more crucial. As public affairs professionals, the ability to effectively shape public policy hinges on the capacity to mobilize and engage constituents effectively. For most public affairs firms and professionals this can be difficult to do with short timelines and limited manpower. By leveraging specific tactics such as telephone townhalls, patch through calls and texts, issues impact pages, and telephone petition drives, you can change your trajectory at the capitol.

Be sure to do your research on what other advocacy organizations may be working on the same/similar issues. Align your advocacy with those like-minded organizations by volunteering to support their efforts. There is strength in numbers. Coordinating your grassroots advocacy across communities and states can help ensure your effort reflects the diverse needs and interests of those impacted.

One way to mobilize your targets is to build coalitions, partner with other advocacy groups, and collaborate with organizations that share your goals to amplify your voice and leverage their networks. You can also engage community leaders, work with local businesses, faith-based organizations, and other community leaders to build a broader base of support. Forming industry alliances is another good strategy to mobilize. If your issue affects a specific industry, collaborate with companies and trade groups to present a united front.

Always have a call to action when connecting with your grassroots targets. Use systems and software to allow targets to take action and that allows you to gather data on them to use later when continued or new mobilization is needed. An investment to reach and map your grassroots activists will pay dividends later in your issue campaign.

What I find helpful here is to keep a best-practices table ready. I think, for a newcomer in a specific industry or sector it is handy to set a bechmarking exercise vis-a-vis other actors involved in targeting the decision-makers in the legislative process. This helps to keep up-to-date with new approaches and possibly current innovations in the field. For those involved for more than two legislative terms in the sector, having a historical breakdown of results vis-a-vis the goals set, would be imperative to measure the influence of their targeting. Here, keeping current with new trends is again crucial as it is usually manifested as one of the challenges established organizations have to face with.

Having the right timeline can be crucial. Knowing when certain debates, decisions, etc. happen is essential for taking action at all the right times. It allows for a well-organised strategy, which is covering all grounds.

Coalition building is also vital. Uniting diverse groups around a common cause helps amplify community needs to policymakers. Start by identifying shared objectives and values among potential allies. Communicate your goals often and seek partnerships with organizations and influencers aligned with your mission. Create a compelling narrative highlighting the benefits of collaboration. Develop a strategic plan and leverage each member's strengths and resources to amplify the group’s messages. Continuously assess and adapt strategies based off real-time policy actions and public opinion. A successful coalition thrives on shared dedication. So ensure your loudest cheerleaders are always at the forefront to maintain group enthusiasm.

Drawing from my experience in the private sector and now as a legislator, here are my thoughts: Key is identifying influential legislators and understanding the internal dynamics (the Parlament is a social organization as any other), especially the personal relationships within the body. Engaging with the staff is crucial; they're instrumental in managing requests. When meeting legislators, be concise (no more than 10 minutes to explain your issue). Leave room for questions and a potential roadmap to address your issue. Leave documents with the staff. Align your objectives with their agenda ethically, focusing on strategic positioning rather than unethical practices. Help advance their top priorities to make room for your issues.
