What do you do if you're faced with limited resources in emergency situations?

Resources are almost always lacking in the law enforcement environment where principle-based decision-making and prioritization are key. Leaders at these scenes can quickly ask themselves: What three things do we need to know right now? What three things do we need to do right now? What three people do we need to tell to start imposing our will at this incident? Suspect-initiated events, mechanical disasters, and natural disasters can cause uncertainty, disorder, and chaos amid indecision. These three scenarios all require different approaches but experience can help with asset allocation and those simple questions can get the train moving to restore social harmony.

Begin by assessing the immediate needs to determine which resources are most critical. Look at the situation objectively and identify incident based essentials, (i.e, water, food, shelter, and medical supplies). Prioritizing needs is vital as it helps to allocate limited resources more efficiently. In emergency management, Life-safety and the well-being of individuals are paramount, so focus on life-sustaining necessities first before anything else.

PEAR. People before Environment before Assets before Reputation. Triage and triage and triage your way though the incident and the limited resources but remember PEAR. And yes, you will have sleepness nights when you second guess your decisions.

As part of emergency preparedness, it is worthwhile to consider having regular emergency drills with worst case scenarios (unavailability of key personnel, failure of life saving equipment, etc). This would ensure everyone having better understanding of each other roles and ready to step up when required. Also, a quality post mortem session after every emergencies/drills can help in addressing any identified gaps.

Reliable information is my lifeline. When resources are scarce, the first order of business is understanding the situation. I leverage every available communication tool, from radios to social media (if functional), to paint a clear picture of the unfolding crisis. This intel is critical for making informed decisions about resource allocation and rescue efforts. Accurate information illuminates the path ahead, revealing potential dangers and hidden resources. Knowing if aid is on the way, for example, can influence how I stretch limited supplies. Every scrap of reliable information is a resource in itself, just as valuable as food or medicine. Couldn’t agree more with this step. Also need to add, that time is of the essence in emergency response. That makes this step the most critical. Communication, in any form, is and should be welcome.

Communication in a disaster is critical, and it’s just as important to tell people what you’re not doing and why. I’ve seen valuable resources consumed by the need to explain and justify what’s not being done, distracting from the priority tasks. Whilst upfront transparency may not be what teams, and impacted people, want to hear it can help them understand the situation, and having this information shared more broadly can help elevate community fears that they’ve been forgotten and that help isn’t coming.

Communication is vitally important in any situation you face, be it personal or professional. Nowadays people want all the information they can get their hands on. It is not like decades ago where people did what they were told and not ask questions. For this reason, a clear and concise communications strategy to develop the messaging is important. What is equally important is how you deliver the message in a crisis situation especially with limited or draining resources. Remember to step back and envision yourself in the shoes of the person(s) that is going to be receiving the messaging. Making decisions as a leader is important, but equally important is understanding the communication needs of your people.

In the chaos of an emergency, clear communication is what keeps things moving. Especially when resources are tight, everyone needs to be on the same page. This means being brutally honest about our needs – conveying shortages to authorities and potential rescuers with laser focus. If I'm in a leadership role, providing clear instructions and expectations becomes even more critical. Good communication prevents panic, cuts through confusion, and ensures everyone is working towards the same goal – maximizing our limited resources to save lives. Key leadership positions must be developed prior to need. In addition, just in time training materials and personnel must be available to expand any response. All response is scalable.

Having lived through and escaped from the Taliban leading up to and during the fall of Kabul and Afghanistan writ large and responsible for the wellbeing of 25 other expats all the plans I made for managing a crises crumbled to dust. While the crisis plan was sound and well rehearsed it failed not because it was poorly conceived but because it was overwhelmed by the cascade of morphing variables. Long story short: My team and I conceived a radically different approach which allowed for our safe escape and all expats returned safely to their homes and families.

In order to strive in any type of emergency environment, you must learn what your resources are that are available to you and how to properly leverage them. Understanding that many of the tasks necessary can be delegated out in order to achieve maximum efficiency is key. This could include clients, vendors, and team mates. Set the correct communication from the beginning and keep to a well structured plan and you’ll always come out on top.

We often think that we need advanced equipment to provide care. Most of the time it's the basic things that saves lives. Opening an airway requires minimum equipment e.g. a jaw thrust or nasopharyngeal airway. In reality many will go straight for intubation and run into trouble and then blame lack of resources.

Creativity and resourcefulness can be your greatest assets when resources are limited. Look for alternative solutions and think outside the box. Items that typically serve one purpose might be repurposed to fulfill another need. For example, a dump truck may be used as a high-water vehicle that can be used by public safety or peace officers to maneuver through high water and maintain responsiveness to calls for service. By being inventive, you can extend the utility of the resources you do have until additional resources become available.

Emergency management is a team sport. If you are meeting your partners for the first time at the scene of the crisis, you are starting from a point less than zero. Establishing key relationships in advance of a crisis is a critical as you must have an understanding your collective resources, capabilities and limitations. You must then plan and train together to identify interoperability gaps and then close them. Two golden rules to remember: (1) Failing to plan is a plan to fail. (2) The planning is far more important than the plan.

A collaborative effort can lead to innovative solutions that wouldn't be possible individually. Strong community ties also provide emotional support, fostering resilience in challenging times.

In any sort of community, be it on a campus or in a city there are different resources that can assist in an emergency management situation. A hospital could be a resource for oxygen or a helicopter. A construction company could have heavy equipment needed to assist clearing obstacles. Those mutual aide agreements should be put in place before an emergency, not after.

I fully agree, a community that is aware of the risks around them and is trained can help in various phases of a crisis. The culture of prevention begins with education, training, resources, and communication. It's important to remember that communities should be considered as partners and even key players in a crisis scenario, thereby reducing the risk of becoming victims.

Community building, not only makes optimum utilisation of resources more expedient, but also aids building up of resources. Moreover, local populace, when constructively involved in emergency response, proves to be the biggest asset in the response efforts by augmenting communication, providing factual Intel, augmenting resources, etc. Under utilising this resource is the gravest mistake any response team can make. Only care needs to be exercised to judiciously filter inputs received from this resource as the number of inputs are humongous and their exist vested interests.

One thing I found helpful is to carry a quick assessment of the situation and prepare a priority list then mobilise the available resources as per the list.

In any emergency situation you must learn to adapt quickly and don’t panic at all. Always use the resources that you do have available to you and make best of any situation. Throughout my career I have adapted and overcome situations with the limited resources that was provide for myself and team.

First and foremost you must be a quick thinker. It all starts from the beginning by looking at conditions or locations etc. Another important must is thinking back how other situations might have been resolved and compare to current one.

Prioritize! When resources are limited, you must use what you have well and wisely. Per the question, if it is in an emergency or crisis, it will be too late to build community, find more resources, etc. but if you use what you have wisely, you may gain time to leverage or generate other options or resources.

Prioritize essentials like water, food, and medical supplies. Establish clear communication channels and coordinate efforts with others. Make use of available resources efficiently and creatively, and consider alternative solutions. Focus on the most critical needs first and adapt your plans as the situation evolves.

Here’s what else to consider: Explore additional avenues for resource acquisition and support to supplement your existing resources. This may include seeking assistance from government agencies, international organizations, or non-profit groups, as well as engaging with private sector partners and philanthropic donors. Collaborate with other stakeholders to pool resources, share expertise, and coordinate efforts, maximizing the collective impact of the emergency response. Additionally, prioritize the well-being and safety of your team members and volunteers, ensuring that they have the support and resources they need to carry out their roles effectively in challenging circumstances.

Know your risks in advance and plan for them. Get out of the office, station. Communities and facilities are ever changing. A crisis event shouldn’t be the first time an issue, area or risk has been seen.

In a nutshell, one should, assess the situation, prioritize needs, maximize available resources through creativity and collaboration, communicate clearly, adapt to changing conditions, prioritize safety, seek additional support if necessary, maintain resilience, and most importantly, learn from the experience for future preparedness.
