Just like with life, failure is how we learn. Far better to try and fail then never to try. In software development we can codify the learnings by adding tests (and make sure we're building the best thing for customers to begin with).

Is it ok to not be able to finish a personal project? Yes, of course. Look under my bed and see the graveyard of half started applications, unmaintained websites, libraries I've given up on because I lost interest or hit the limits of my time or ability. Is it ok to fail to create a successful product for a client or employer? Well it's not great. It does happen though and so long as you were honest about your work, abilities, and the risk, I'd say morally you are in the clear so long as you make an effort to make things right and you learn from the experience. A lot of people get into web development to make money, and a lot of people end up disappointed. In order to learn and grow, you have to struggle, starting slow.
