It could be controlled lateral view, lack of information/ resources, lack of expertise, unexpected circumstances. Brainstorm solutions with team and experts will cover all angles/views. Gather all information from reliable sources will help in effective decision making. Have/procure necessary resources to implement decision effectively. Team's communication is very critical for team's success. The manager can't continue with the poor decision making issue. But who is making this hindering decision. The decision maker needs to be counselled, trained or moved. One decision maker can't be the reason for team's poor communication resulting in poor performance also. This way team will not be able to sustain for long. The team manager will have yo listen for poor performance. So, the manager must drive the activity of moving the poor decision maker from team impacting situation. The manager then talk to the team, motivate them and train them for better communication, if needed. This will build the confidence and energy and team will do much better on communication & performance.
