In my experience if multiple employees have a fear of failure, this is indicative of something going on in the team or organizational culture. Perhaps leadership is talking the talk but not walking the walk that failure, questions, and setbacks are acceptable and how we learn. If this is the case engaging leadership in how they feel they are demonstrating this is the culture. You can also try coaching or independent assessments such as 360 but these can be tricky if the employees do not feel safe to answer anonymously and honestly.
