If an Individual is lacking innovation or motivation in the sense it's an issue with an individual, if a team is lacking so then there are multiple aspects on Client and Company side of things to take into account. *Few scenarios are like though team is having backlog but not having access, it takes weeks to resolve and this kills teams morale and ultimately leads to no innovation and finally teams attrition. Teams some times are over loaded where team have no time to innovate and there is no continuous learning culture to implement. So both cases of being under utlized or burnedout are one of the reasons and can be handled by having proper capacity planning with that of continuous learning culture.
