When someone isn't responding, call and/or text them. Find out what works best for them. Different people, have different communication expectations. I previously worked with some people who preferred email discussions for tracking and future reference reasons. Another person would automatically assume that if you were emailing, it wasn't as important as a call, so he wouldn't read emails for days.
