All said, in such a situation one needs to look inward and think why things are this way. Read this article and remedy the situation asap. From a practical point of view - there's way too much riding on stakeholders - if you can't reach them, it's best to find someone who can. Seen too many projects fail because stakeholder engagement was low and left that way for a long time.
