One thing I would recommend is consider developing a Document Control procedure and set-up manual Document Control system or advanced Document Control Application depending on your business/project management technology improvement budget.

A Document Control department should be led by someone who knows document control standards and procedures for document creation, review, approval, revision, release, and disposal as per ISO 9001:2015 The second requirement is that all documents should be organized using an electronic document management system such as ACONEX.

I was in that situation before in very hard Project but i fix it First ..you must know the reason Second ..you must be quick in putting up the new system .. Third... You must follow the system to protect it from the same previous mistakes Then repair the old document later And you must work smart and hard and you must have the needed experience
