Before going into the goal, it is critical to properly state the problem that one is trying to solve. Without properly identifying the gap and its impact, the goal will be useless or it might be an incorrect goal. Once the problem is well-stated, the goal becomes easy. The goal should be directly addressing the problem identified, in other words it should mirror the problem stated. According to Charles Kettering: "A problem well-stated is half-solved." Essentially, if you are able to describe the problem clearly and accurately, then you are halfway in finding the solution.

Assess your corporate culture if the program you are making is aligned to the corporate values and the senior leader's action towards the program. Some companies fail to adopt popular continuous improvement programs /initiatives because there is no strong buy-in of key leaders to the philosophy behind the program. The senior leader should set the clear direction for the whole organization for them to accept and support it.
