If they are not reaching the audience, the there are factors to look at. Are the audience aware of them, I found during my day as a rep coordinator, If I met the met a member I would introduce myself, what I did. The personal approach is always useful. Also I feel that people do not always know a service is there. Now also the actual service must accessible, that means the lines of communication must be open and clearly defined. Finally the staff must be willing to listen. I feel those factors are important
