Lead with what will be a positive for them. Read that last statement again. Yes, you need to start with the benefits for your employer. If you can describe the win for them, then you will capture their interest. If you start with why this is important for you, then it is unlikely that you will get a yes. Talk about the wins for them, then share the wins for you, and that will result in a win-win. It will take more time than it took you to read this short paragraph, AND it will be worth your effort. Do not rush the process. It is often helpful to mention an idea, and let the other person "sleep on it". Patience will reap positive results.

Focus on 3 things: 1. Set crystal clear expectations: Offer your bosses a dashboard that is live and updated daily showing them what you're going to be working on, what the expected results are, and when it will be done. Bonus, tag them in the chart where you need their input or support 2. Make a case for the ADDED value you can bring with this schedule. Having Tuesdays and Fridays as WFH days, lets me focus AND I will be at my desk even earlier since I don't have that commute. *yes, offer them those extra commute minutes.. 3. Communicate, but be succinct. Send the stakeholders a daily report on what you did, where the problems are, and what you need. Don't use this to explain stuff. Keep it simple.

Really try to understand the employer's fears. What are his fears or why is he reticent? The more precisely you have understood and analysed the employer's fears, the more likely it is that you will be able to convince the employer. For example, if your employer is worried that you will be less productive in your home office than in the office, then agree to achieve specific targets within a certain period of time. Show your employer that you will achieve the targets you have set, regardless of where you work from. Offer a trial period, this can be easier than trying to change everything from one day to the next.
