Try to lead the process, not afraid to make brainstorm. The most crucial thing is to collect all in one room and start to show something to build an atmosphere of trust inside the room. Try to make it effortless is possible for all participants. Thus, step by step some of participants will start join such kind of meeting and involve in the process of decision making.

Personally when am faced with this situation i take some kind of break it could be work to the rest room to get some water, if possible have some little exercice all this is to say i disconnect completely to what i was doing then come some minutes latter with a fresh mind and that provides a new approach for what ever i was stucked on.
