I find it very helpful to analyze the current situation. It is important to pay close attention to the current strengths and weaknesses. Based on this analysis, decisions can then be made on whether weaknesses should be eliminated or strengths expanded. At this point, I always recommend addressing the weaknesses. The team is only as strong as its weakest member!

It sounds like one needs to implement a continuous improvement program for your toolset. As you make those changes, your continuous improvement plan is updated. Such a plan is necessary and budget must be set aside to pay the costs. So, your CI team must represent a group/groups/ company representation. Plans and research people supporting. In the end the savings will pay off the costs!
