As per my understanding, analyse the root cause/ reasons as to why project is going towards over-budgeting. Compare the project estimates prepared at initial stages against actual expenditures in tangible terms. Various reasons (excluding specific to one party/stakeholder) may result in over expenditures like escalation of costs, govt policies, import restrictions/procedures, force-majuers etc. Then see what relevant clauses/course of action has been agreed in contract document. You then proceed accordingly by trying to avoid un necessary delays in completion of project.
