People tend to resist what they do not know and understand. Explaining the benefits of implementing security measures and including all the stakeholders in the discussion as early as possible tend to pay dividends. Eventually, friction can be removed once the reasons for it are understood and mitigated. Always start with what's in it for them and not what's in it for you.
