If boss is resistant, then it means that there is something wrong with the organization and boss wants to keep all activities in his hands. SE divides the tasks equally and creates roam for everyone to perform with their best. Secondly, communication is the key maybe there's a huge gap in what's written in the document and what you have been presenting in front of boss. This may be overcome by putting a little effort on refining your proposal, verbal communication, and presentation.

If the boss is not receptive to employee ideea, something is wrong in organisation. To solve the problem must be investigated carefully and found the reason .For this, You must have some knowledges of workers psychology and HR management. What type of leader is the boss, what type of employee am I? , are the organisation policy efficient?. These question need an answer ,and help us to pass an embarrassing moment in interaction with the boss. Than you can try to refine the communication, to look for solid arguments ,which are on your side .Also you can try to inform your boss superior ,using oficial communication channels. If not works be sure that the consequences belongs only to your boss. If unsafe situation appears STOP WORK
