I would ask for the opportunity to discuss your personal career goals and solicit honest feedback on the potential to achieve these goals in your current environment. It's a perfect strategy to gauge if your current employer is open to aiding you in your goals. Be open to really listen to constructive input on why or why not they are willing to support your quest. Don't draw the proverbial line in the sand, one where each is on opposite sides. Visualize yourself on the same side of this line and your goals on the other side. If they are unwilling or non-responsive to this conversation, you either need to take it to a higher authority or get your resume ready. Either way, do not give up on your goals.

I really don't think it's the bosses job to always remain supportive - it's really up to the subject matter expert (you) to prove why your idea, concept, or approach is the right one. I work mostly in Marketing, and my CEO has no knowledge or clue about industry trends and where we are going. It's my job as a SME to know how to propose solutions to problems, and those solutions aren't always originating from me, they're often based on other industry experts, trend analysis, etc.
