First I will try to contact my boss with all means that I have, email, phone call, message, etc... mean while until he respond, I would document everything I am doing in details and why I had to take this kind of decisions. I would follow up regularly and send reminders, maybe he is busy and did not see my messages or calls. If still no response from my boss, I would escalate if necessary, I would seek support from HR or higher management.
