Before taking things personally, perhaps check to see if their demeanor is the same with various people within the organization. When talking about the way your boss, make sure that you ask questions without incriminating ("Does X generally use a tone of voice that makes you feel like he is upset with you?"). If you are the "target" of your boss and you feel like they should be a leader and learn how to be one, address this by speaking to the HR department. Sometimes outside consultants can coach people and make them understand that their communication style needs to improve in order to be leaders.
