Continuous improvement is one great way to get the ball rolling. Going after the low-hanging fruit, 5S in your work areas, and targeted brainstorming to go after the quick simple solutions that require little input. Before getting into the bigger projects, I would first suggest locking down your current state. If you have procedures, but people fail to follow them, it may not help to try to get into improving your processes before solving the non-compliance issue first. I'm not saying process improvement is useless for this, but it is often easier and faster to accomplish without the formal process of a project. Make sure you do what you say and say what you do before you try to improve those things.
