Two things that have helped me greatly as a CTO with no prior entrepreneurial background is the advice from Y Combinator and mentors in the entrepreneurial space. Y Combinator sets the foundations for you to succeed. The greatest piece of advice came down to just launching/testing your product as fast as possible with your customers and reacting to the results. What will grant you success is just experience and caring for your customers. Mentors will guide you in the next steps to take! I found my mentors networking at a startup competition at my University, which I wasn't even competing in, and they've helped in setting goals to set my startup up for investment.

I'd consider this article/topic a bit too unambiguous. If a 3D printing company is a startup by default someone has had enough entrepreneurial skills to get it started. In general every startup will have gaps in their skillset, experience and talent by default. From my experience trying to bring in the people or partners that compliment your internal capabilities is most important. An easy way to do that is bring in mentors or part-time resources instead of hiring full-time which most startup can't afford.
