I had recently commented on what you need to start and run a successful risk management practice. So I would say you need all of those resources and additionally, you need to dedicate yourself to mastering how to raise capital. Technology will need capital. There are companies specialising in assisting people with raising capital through investors, you could engage them to help. You could also search for angel investors, build a pitch and present it to them. But just be careful to guard your business ideas, and once you find an interested investor/s study their proposition carefully to understand how involved they want to be in your business. Some investors could come in and take over your company.
