First- optimization needs to be defined? Fuel consumption, cargo discharge/loading rates, heavy weather handling, dynamic positioning, handing in tight spaces, draft or beam or air draft or length restrictions, cargo capacity, fuel capacity, accommodations, lab/workshop areas, capabilities like- pipe lay, survey,... Many variables. What optimization is needed. What are the tradeoffs. If hull efficiency to reduce fuel consumption then many items need to be looked at, antifoulants, sonic antifoulant, bubbler systems to reduce friction, propeller/rudder design and interaction, bow shape, stern shape, hydrodynamics, how water flows to propeller, even different propulsion types and drives. Stabilization systems may also improve performance.

Rudder operating mode. While is in autopilot mode, must be followed how much is deviation from midship of rudder ,considering outer conditions of weather,current, draft .Why? In certain situation variation more than 8-15 degrees can act as a brake and fuel consumption will be realy higher .Solution : besides other factors consider the perfect operation of gyrocompass,and magnetic compas. Ballasting, deballasting operations .While ship is in loaded condition than if there is an amount of ballast on board ,this can increase also consumption . Ballast tanks on opposite side :carefully to not be in communication-can increase Ship's rolling and than the rudder will oscillate more.
