Unlike most of the companies now a days hire devops specialist for the job, my opinion is that an engineer should do end to end job right from developing the code, to writing test automation around it and most importantly owning DevOps side of things to take the code to production. If we create layers of teams from code to production, it adds unnecessary delays in the process which is not desirable at all.

To a certain extent, you can carry over many of the same conventions, guidelines, and processes from team to team.
