2 What are the common challenges of DRR M&E?

DRR M&E is confronted with a variety of challenges, such as inconsistent definitions, indicators, and frameworks of DRR across different levels, sectors, and contexts. It can be difficult to attribute changes and outcomes to DRR interventions in complex and dynamic environments.
