The rewards system should be flexible to adopt with the organization vision and objectives. Rewards may be tangible or intangible, and there should be a mix from both to me directed according to many criteria, for examle the value of achievement, the allignment with organization goals, the individual employee's preferences, the assigned budget,...etc.

In my experience, when employees aren't concerned about cash, it's because they already have it. The tendency can be to complain about employees wanting cash rewards without taking into consideration individual situations, needs, and preferences. Some employees need cash rewards, others are excited by "experiences". Customizing contributions to reflect the preferences and needs of employees can show a respect and value for the input or feedback.

Planning is an essential step for an effective rewarding system, to plan properly for a satisfactory system, you must involve all stakeholders into the planning phase.
