I think another thing to consider is “Know where your stakeholders are” that is their location in terms of channels of communication. If my target audience is online 95% of the time, I cannot organize a physical event for them. Nobody would attend and I would have wasted resources to secure the venue, decor, feeding, honorarium, event planner if I engaged any, logistics, etc. Once the channel is determined, a lot of cost savings becomes apparent. Then the appropriate tools of stakeholders engagement can be employed.
