More often than not, I have seen people start writing code as soon as they get requirement but the quality code requires thorough analysis right from the start.

One things I have found useful for any refactoring work is to do it in bits & pieces… agreed that its gonna take time to ship the refactoted code to production but it would result in faster pull request reviews, and requires less regression. Also its always best to write same set of unit tests and have it run for both old and new code. Its even better to not delete the old code but instead have a toggle or DCS switch to control switching to old code in case of P0 or P1s, wait out for a couple of weeks after its exposed to end user and then deprecate old code.
